How do you read and calculate ac watthour meter?

someone rented a small shop next to my house and i installed " ac watthour meter" so we dont have to fight over electrical bills, etc..BUT MY QUESTION IS "HOW DO YOU READ THE METER, CALCULATE THEM AND MAKE IT AS A BILL?
