My lips are ALWAYS dry, does anyone have an idea why?

My lips have ALWAYS been dry, i use alot of chap-stick, but its not helping. My dad and brother have very dry lips also, does it run in the family or something? I also have 3 dots on my lips, do those maybe cause it?
